On January 2, 1991, the Bureau of Jail Management and Penology (BJMP) was established through Republic Act No. 6975 as a line bureau under the Department of the Interior and Local Government (DILG). This marked a significant shift in the country’s correctional system, transforming jail management from a component of the Philippine Constabulary/Integrated National Police (PC/INP) into an independent and professionalized agency. The former Office of Jail Management and Penology, last headed by Arsenio E. Concepcion, previously handled the administration of local jails prior to this transition.
In its early years, the BJMP operated with only about 500 personnel, reflecting the challenges of building a national institution from the ground up. Under the leadership of its first Chief, Charles S. Mondejar, who was sworn in on July 1, 1991, the bureau began establishing its organizational structure, policies, and programs aimed at ensuring effective jail management, security, and inmate rehabilitation. Over time, it evolved into a full-fledged national bureau responsible for the supervision and control of all district, city, and municipal jails across the country, while upholding legal standards and promoting the humane treatment of Persons Deprived of Liberty (PDLs).
The Bureau of Jail Management and Penology (BJMP Region IX), based in the Zamboanga Peninsula, was organized in line with this national framework to oversee jail operations within its jurisdiction, including the provinces of Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay, and Zamboanga City. Despite early challenges such as limited manpower, inadequate facilities, and jail congestion, the region steadily strengthened its operational capacity and organizational structure. It has since implemented programs focused on custody, security, and rehabilitation, including livelihood training, education, and spiritual development for PDLs. Today, BJMP Region IX continues to play a vital role in ensuring safe, humane, and efficient jail management while contributing to peace and order and public service development in the Zamboanga Peninsula.
